Board Elections and Duties

A democracy is built upon the concepts of citizen government and local control. These are exemplified by locally-elected board members serving the Papio-Missouri River NRD. Each board member is elected from a sub-district to serve a four-year term. Sub-district boundaries are determined by population, with each election sub-district approximately equal. The Board sets policy for the NRDs programs and projects while giving direction to a staff of resource experts that carry out the day- to-day activities.
The Board welcomes public input and meets the second Thursday of each month, 7:00 p.m., at the NRD Headquarters, 8901 S. 154th Street, Omaha, NE.


Subdistrict – 1

Bill Rhea, Arlington

The NRD Board of Directors selected Bill Rhea, a lifetime resident of Washington County, to fill the vacancy left by the death of NRD Subdistrict 1 Director Scott Japp. Rhea will complete Japp’s term of office that ends in December,2016. Rhea was sworn into office at the board’s August, 2016 meeting. Bill Rhea has served on various cattlemen’s associations and is the current Resource Chair of the Nebraska Ag Leadership Council.


Subdistrict – 2

Fred Conley, Omaha

Fred Conley is the Enterprise Zone Coordinator with the Greater Omaha Workforce Development. He holds a BS degree from UNO, a JD from Creighton University, and has taken graduate courses in counseling. Active in the community, Fred serves on the Boards of the Omaha Small Business Network Board and the Butler-Gast YMCA. Fred joined the NRD board in 1999, after serving two years on the District’s first elected Board in 1975. He and his wife, Teresa, have three children.


Subdistrict – 3

Curt Frost, Omaha

This is Mr. Frost’s first term in office. Curt served on the Farm Service Agency Board for nine years and was chairperson of that board for one year. He is the owner and operator of C&J Frost Farms and volunteers at St. John’s Lutheran Church. He enjoys hunting, rodeo, and College World Series baseball.

John Conley, Omaha


John Conley is the retired Manager of Engineering for Metropolitan Utilities District of Omaha, where he was employed for nearly 40 years. He holds a Bachelor of Science degree in Industrial Engineering from Iowa State. He served two years active duty in the U. S. Army Signal Corps and several years in the Army Reserves advancing to the rank of Captain. He was a registered professional engineer (Mechanical) for 43 years, and was a State of Nebraska certified Grade 1 water supply operator for over 25 years. He holds memberships in the Omaha Engineers Club and the Omaha Loveland Golden K Kiwanis Club. He and his wife, Peg, have three sons and six grandchildren. He joined the NRD Board in 1999 and has served as Treasurer of the District since 2000.

Richard Tesar, Waterloo
Secretary & NARD Director

This is Mr. Tesar’s fifth term in office. Rich is the retired owner of Rich Tesar Outdoors, a professional outfitting service. His involvement with the outdoors also includes his role as Past President of the Sokol Camp Association, where he managed a recreational area located on the Platte River in western Douglas County. In 2007, Rich was appointed by Governor Heineman to represent the Second Congressional District on Nebraska’s Riparian Vegetation Task Force where he now serves as chair of the Survey and Monitoring Committee.  Rich enjoys hunting, fishing and training Labrador Retrievers. He and his wife, Mary, have two sons. Rich served on the NRD board from 1984-1992, and joined the board again in 2001.


Subdistrict – 6

Jim Thompson, Omaha

Jim Thompson holds a Bachelor of Science in Business Administration from the University of Minnesota.  He  worked in the Federal Government in contracting and material management for the VA Medical Center in Omaha and held various sales positions since his retirement. Jim is active with the Leavenworth Neighborhood Association, the Destination Midtown effort and has served on numerous citizen advisory committees on environmental issues for the City of Omaha and surrounding area. Jim also serves as a member of the Nebraska Natural Resources Commission. He and his wife Cindy have a son and two daughters. Jim was elected to the Board in 2002 after previously serving from 1997-98.


Subdistrict – 7

Patrick Leahy, Omaha

This is Mr. Leahy’s first term on the board. Patrick is employed as Campaign Manager with the Steier Group. He is also a student at Creighton University pursuing his master’s degree and graduated from the Univ. of Nebraska at Omaha – with his bachelor’s degree in 2005. Patrick is a member of the United States Army Reserve and enjoys travel, camping, reading, hockey and golf.

Tim Fowler, Omaha
Vice Chairman and Alt. NARD Director

Tim Fowler is a Sr. Defense Research Analyst for Riverside Research at USSTRATCOM, Offutt AFB.  He is also a Retired Naval Commander serving 25 years. In his spare time, Tim is active in various military and professional groups including the St. Thomas More’s Men’s™ Club, Jr. Vice Commander of Disabled American Veteran’s Post #2 in Omaha,  South Omaha Neighborhood Association, and the Robin Hill Pool Association. Tim holds a BA from the University of Nebraska at Lincoln, and he and his wife Teresa have five children. He joined the NRD board in January of 2003.


Subdistrict – 9

Patrick Bonnett, Omaha

This is Mr. Bonnett’s first term in office. Patrick is President/CEO of Encore Financial Services, Inc. He earned his bachelor’s degree from the University of Nebraska at Omaha in 1998 with a concentration in Real Estate Finance and Land Use Economics. He is a member of the Millard Business Assoc. and Ancient Order of Hibernians. Patrick is an Army Veteran and volunteers for the Red Cross and Veteran Affairs. He enjoys hunting, shooting, orienteering and biking.


Subdistrict – 10

David Klug, Gretna

David Klug works for Blue Cross Blue Shield of NE as a Six Sigma Master Black Belt and manages the Continuous Process Improvement Dept. He has a Bachelor of Science Degree in Political Science and a  Master’s Degree in Public Administration from the University of Nebraska at Omaha. David has been elected three times to his Sanitary Improvement District Board and volunteers at the Strategic Air and Space Museum in aircraft restoration. His hobbies include studying history, aviation, mountain biking,  photography and politics. He joined the NRD board in 2007.


Subdistrict – 11

Ron Woodle, Bellevue

This is Mr. Woodle’s first term on the board. Ron is the retired former owner of Woodle Hardware and Woodle Western Shop. He is a life member of the VFW, as well as a member of Eagles Aerie 312 and Bellevue Rod and Gun Club. He enjoys golf, hunting, fishing and trap shooting.
