A democracy is built upon the concepts of citizen government and local control. These are exemplified by locally-elected board members serving the Papio Missouri River NRD. Each board member is elected from a sub-district to serve a four-year term. Sub-district boundaries are determined by population, with each election sub-district approximately equal. The Board sets policy for the NRDs programs and projects while giving direction to a staff of resource experts that carry out the day- to-day activities. The Board welcomes public input and meets the second Thursday of each month, 8:00 p.m., at the NRD Headquarters, 8901 S. 154th Street, Omaha, NE.
This is Mr. Japp’s first term in office. Mr. Japp is a native of Washington County who grew up working with his family’s soil conservation business. He currently works as an engineering consultant. Mr. Japp has a bachelor’s degree in agriculture from the University of Nebraska – Lincoln.
Fred Conley is the Enterprise Zone Coordinator with the Greater Omaha Workforce Development. He holds a BS degree from UNO, a JD from Creighton University, and has taken graduate courses in counseling. Active in the community, Fred serves on the Boards of the Omaha Small Business Network Board and the Butler-Gast YMCA. Fred joined the NRD board in 1999, after serving two years on the District’s first elected Board in 1975. He and his wife, Teresa, have three children.
This is Mr. Bradley’s first term in office. He is a lifelong resident of Omaha. He has a bachelors and masters degree in biology from the University of Nebraska at Omaha and is currently completing his PH.D. in Geography at the University of Nebraska-Lincoln. He is a member of the Government Affairs Committee of the Society of Vertebrate Paleontology. Mr. Bradley is a veteran and is active in the American G.I. Forum and the American Legion. He and his wife, Sylvia, have two children.
John Conley is the retired Manager of Engineering for Metropolitan Utilities District of Omaha, where he was employed for nearly 40 years. He holds a Bachelor of Science degree in Industrial Engineering from Iowa State. He served two years active duty in the U. S. Army Signal Corps and several years in the Army Reserves advancing to the rank of Captain. He was a registered professional engineer (Mechanical) for 43 years, and was a State of Nebraska certified Grade 1 water supply operator for over 25 years. He holds memberships in the Omaha Engineers Club and the Omaha Loveland Golden K Kiwanis Club. He and his wife, Peg, have three sons and six grandchildren. He joined the NRD Board in 1999 and has served as Treasurer of the District since 2000.
Mr. Tesar is owner of Rich Tesar Outdoors, a professional outfitting service. His involvement with the outdoors also carries over to his role as President of Sokol Camp Association, where he manages a recreational area, located on the bank of the Platte River in western Douglas County. An avid hunter and fisherman, Rich also enjoys training Labrador retrievers. He and his wife, Mary, have two sons. Rich served on the NRD board from 1984-1992, and joined the board again in 2001.
Jim Thompson holds a Bachelor of Science in Business Administration from the University of Minnesota. He worked in the Federal Government in contracting and material management for the VA Medical Center in Omaha and held various sales positions since his retirement. Jim is active with the Leavenworth Neighborhood Association, the Destination Midtown effort and has served on numerous citizen advisory committees on environmental issues for the City of Omaha and surrounding area. He and his wife Cindy have a son and two daughters. Jim was elected to the Board in 2002 after previously serving from 1997-98.
Ms. Lanphier has been actively involved in environmental issues and currently serves as the chair of the Sierra Club of Omaha. She is a member of the Douglas County Local Emergency Planning Committee, and her hobbies include gardening and the environment. She and her husband, Larry, have 5 children and 5 grandchildren. She joined the NRD board in 2005.
Tim Fowler is Program Manager for Techsolutions for the Office of Naval Research. He is also a Commander in the U.S. Naval Reserves. In his spare time, Tim is active in various military and professional groups including the St. Thomas More's Men’s™ Club, the VFW, the South Omaha Neighborhood Association, and the Robin Hill Pool Association. Tim holds a BA from the University of Nebraska at Lincoln, and he and his wife Teresa have five children. He joined the NRD board in January of 2003.
Dr. Rick Kolowski, Omaha, Subdistrict No.9, recently retired from a 41- year career in public education. He was the founding principal of Millard West High School. He is presently serving the Metro Area as an educational consultant. He continues his active membership in academic organizations-most notably the National Assoc. of Secondary School Principals and in the educational association Phi Delta Kappa. He is an alumni of Leadership Omaha and holds a PH.D. from UNL. This past November he also won an elected position on the Learning Community Coordinating Council for Douglas and Sarpy Counties. Some of his interests are reading, gardening, landscaping, and outdoor recreation. Rick and his wife, Bonnie, have two adult sons. He joined the board in 2005.
David Klug works in Business Proceess Engineering for Blue Cross Blue Shield of Nebraska. He has a BS in Political Science from the University of Nebraska at Omaha and is currently persuing a Masters in Public Administration. He is the current MPA student representative for the Omaha and Lincoln branches of the University of Nebraska. David volunteers at the Strategic Air and Space Museum, the Salvation Army, and the Rebuilding Together Organization. His hobbies include studying history, aviation, and politics. He is married to Julie, and joined the NRD board in 2007.
Gus Erickson joins the NRD Board of Directors in 2010. Erickson, a 47 year Bellevue resident, served for 8 years on the Bellevue City Council. While on the council, Erickson was involved in numerous efforts with the NRD including the formation of the Papillion Creek Watershed Partnership and the creation of Hayworth Park North following the demolition of the Kramer Power Plant.
He has a Bachelor of Science Degree in Agriculture Education from Iowa State University. He is an Air Force Officer-Retired and is semi-retired from Lincoln National Life Insurance Co. He is active in the Bellevue-Offutt Kiwanis Club and Bellevue Chamber of Commerce. Mr. Erickson is a past member of the University Extension Board for Douglas and Sarpy Counties and enjoys playing handball, golf and traveling with his wife, Jane. They have 5 grown children and 7 grandchildren..
