Each year, the Board of Directors of the Papio-Missouri River NRD reviews all NRD program and project activities and determines a budget necessary to carry out our mission. NRDs in Nebraska possess limited taxing authority amounting to less than two percent of property taxes collected within each NRD area.
At its August 12th, 2011 meeting, the Papio-Missouri River NRD Board of Directors adopted a Fiscal Year 2012 General Operating Budget that once again calls for no tax levy increase. This is the fifth consecutive year that the NRD has held steady or reduced its property tax levy. This was accomplished despite the elimination of a half million dollars in state aid to the NRD and considerable expenditures necessary to fight the historic 2011 Missouri River flood in which NRD levees protected Offutt Air Force Base, portions of Bellevue and Omaha's Papillion Creek Wastewater Treatment Plant.
The Fiscal Year 2012 Budget calls for a property tax levy of .032753 per $100 of valuation, the same as the FY 2011 tax levy. The .032753 levy would mean that the owner of property valued at $100,000 would pay a total of $32.75 in property taxes this year to support various NRD projects and programs.
The budget calls for total estimated expenditures of $82.5 million. Of this amount, an estimated $17 million in revenue would come from property taxes. The remainder of revenue will be received through bonds, federal and state cost sharing for specific projects and income from Improvement Project Areas.
