A democracy is built upon the concepts of citizen government and local control. These are exemplified by locally-elected board members serving the Papio Missouri River NRD. Each board member is elected from a subdistrict to serve a four-year term. Subdistrict boundaries are determined by population, with each election subdistrict approximately equal. The Board sets policy for the NRDs programs and projects while giving direction to a staff of resources experts that carry out the day- to- day activities. Richard Connealy, Decatur
Representing Subdistrict # 1
Dick Connealy is a farmer. In his northeastern Nebraska Community, Richard is a member of the Decatur Volunteer Fire and Rescue department, the Decatur Community Club, and the Farmer’s
Union
. He and his wife, Dorothy, have a daughter. A former member of the Middle Missouri Tribs NRD, Richard is the Board’s veteran member. He has been on the Board since 1985.

Fred Conley,

Fred Conley is the Enterprise Zone Coordinator with the Greater Omaha Workforce Development. He holds a BS degree from UNO, a JD from
Creighton
University,
and has taken graduate courses in counseling. Active in the community, Fred serves on the Boards of the Omaha Small Business Network Board and the Butler-Gast YMCA. Fred joined the NRD board in 1999, after serving two years on the District’s first elected Board in 1975. He and his wife, Teresa, have three children.

Richard W. Patterson is president of the Greater Omaha Federal Credit Union and serves on the boards of several civic organizations, including Mid-America Council of Boy Scouts and the Durham Western Heritage Museum.

John Conley retired from Metropolitan Utilities District of Omaha as Manager of Engineering. He holds a Bachelor of Science degree in Industrial Engineering from Iowa State, was a registered professional engineer for over 40 years and a certified water supply operator. He holds memberships in the Omaha Engineers Club and the Omaha Loveland Golden K Kiwanis Club. John and his wife, Peg, have three sons and six grandchildren. John joined the NRD Board in 1999.

Rich Tesar is owner of Rich Tesar Outdoors, a professional guiding service. His involvement with the outdoors also carries over to his role as President of Sokol Camp Association. He participates in sports photography, and does scouting for junior hockey teams. He attended both UNO and

. He and his wife, Mary, have two sons. Rich is quite familiar with the NRD as he served on the NRD board from 1984-1992, and joined the board again in 2001.

Jim Thompson is back on the NRD Board after serving on the board from 1997 - 1998. He holds a Bachelor of Science in Business Administration from the

and is currently a sales representative for All Makes Office Equipment Company. He has previously worked in the Federal Government in Contracting and Material Management for the VA Medical Center. Jim is active with the Leavenworth Neighborhood Association, on the Board of Directors of Keep Omaha Beautiful, Inc. and has served on various citizen advisory committees on environmental issues for the City of
Omaha
. He and his wife Cindy have a son and two daughters.

subdistrict #7, has been actively involved in environmental issues and currently serves as the chair of the Sierra Club of Omaha. She is a member of the Douglas County Local Emergency Planning Committee, and her hobbies include gardening and the environment. She and her husband, Larry have 5 children and 5 grandchildren. She joined the NRD board in 2005.

Tim Fowler is Program Manager for Techsolutions for the Office of Naval Research. He is also a Commander in the U.S. Naval Reserves. In his spare time, Tim is active in various military and professional groups including the St. Thomas More's Men’s Club, the VFW, the South Omaha Neighborhood Association, and the Robin Hill Pool Association. Tim holds a BA from the

Dr. Rick Kolowski,
Omaha,
subdistrict #9, is the Principal of Millard West High School Millard Public Schools. He is active in academic organizations, as he holds memberships in the National Association of Secondary School Principals and in the educational association -Phi Delta Kappa. Locally, he is an alumni of Leadership Omaha and holds a PHD from UN-L.
Reading,
gardening, landscaping and outdoor recreation are some of the interests he enjoys. Rick and his wife, Bonnie have two sons. He joined the NRD board in 2005.

David Klug is a systems administrator for Blue Cross Blue Shield of Nebraska. He has a BS in Science from the University of Nebraska at Omaha. He volunteers at the Strategic Air and Space Museum, the Salvation Army, and the Rebuilding Together Organization. His hobbies include biking, aviation, and politics. He is married to Julie, and joined the NRD board in 2007.

as a Traffic Maintenance Technician. He is active in the Omaha Federation of Labor and the labor movement. John's church activities have included being an ambassador and involvement with youth group ministries. John was involved with Cub Scouts and attended a technical college. He has continued with his life’s interests in the outdoors, helping others, hunting, computers, music and his family. Originally from
San Diego,
