John G. Winkler
General Manager of the Papio-Missouri River Natural Resources District

John began with the district as General Manager on December 1, 2006. "Mr. Winkler has the potential to bring a wide range of public/private experiences to the General Managers position", said Jim Thompson, NRD Board Chair.

Winkler recently served as the City Administrator/Economic Development Director for the City of Plattsmouth and Cass County Nebraska. He possesses more than 11 years of experience managing and administering public operations and organizations with a focus on enhancing operational performance and the administration of personnel and public finances. "I am honored and humbled to get this opportunity to lead a talented NRD staff", said Winkler. "The District has many challenges and great opportunities to affect the quality of life of its 600,000 citizens."

Winkler is originally from the Northwest Omaha area and completed his undergraduate work at the University of Nebraska at Omaha. He also completed a Masters Degree in Louisiana in Public Administration and has had intensive training in the areas of Mediation and Negotiation.
